pest or disease identification

Very thick, profuse cobwebbing on branches of apple tree and pear tree. Starts at tip of branch and covers 12-15 inches of branch. Looks like Halloween decoration cobwebs–more than just little spider webs. Is it a disease or pest? We cut off the “affected” portions of branches, but more branches appear to become engulfed in this series of web-like material. What is it and how do we treat?
