Persistent Rose Canker

Okay so I bought a rose from a nursery and it started to grow black tip on top of every cut lately. Based on my reading online it is a canker? Then I have pruned the stems properly and made sure my pruners are sterilized properly with bleach and water between each cut. But I didn’t apply anything to the stem cuts. But it seems that the cuts will always grow black at the tip weeks later. What is this disease on my rose? And will my rose leaves die when it reaches the leaves. Should I apply anything after cutting?

The consensus is to cut the infected cane down to healthy tissue. When pruning in the spring, our Rosarian suggests coating the cut edges with white Elmer's glue to protect it from insects and pathogens.
