How often should I use peroxide in my garden to kill fungus gnat larvae and fungus?

It won't do either.
It will prevent spores from germinating, but will not kill an existing fungus, or fungus gnats. If this were a bacterial infection, then it could be effective, but not for fungal infections.
There are a lot of important things to cover, here.
Fungus gnats are quite beneficial. Not only do they, vigorously, eat fungus that can harm your plant, but they are also an important marker for when your plant is being overwatered, drastically.
Removing them will cause more harm then good, since they are eating infections in the soil. Still, you will need to get rid of the infection.
This will come in two parts- A fungicide, and correcting the watering habits that lead to the issue will be in order.
Let's address watering, first.
The soil... If this is in container, which can be assumed since gnats are not usually a problem outdoors, then the soil needs to dry thoroughly down to about 2 or 3 inches or so. If there is any moisture, then do not water.
