Periwinkle

I just moved into a house in Rhode Island that has periwinkle in the flower beds. I am not familiar with periwinkle and am wondering if it is safe to plant my tulips dahlias and other flowers in with it. Does periwinkle choke out other flowers?

It will work well with all of those plants. Periwinkle is a great plant for working with others.
