Pepper plants growing brown hair like things

After a few days of serious rain here in PA, I went to check my garden and my pepper plants and some onion plants have a brown almost hair-like thing growing on them. What is it?

It is a bit difficult to see the consistency of this, but since you mention it was on a few plants in your area, following rain, It could be seeds or scattered plant material from trees.
It doesn’t appear to be any pest that is familiar to me.

You can always take a few samples to your local County Extension Office, if you feel it may be something serious in your garden.
