Pepper Plant Leaves at Top

The plant looks healthy except for at the very top. The leaves there are shrivelling up, like some insect had laid eggs, but can’t see anything. The leaves remain green at this time, but I am afraid it may spread. I have seen this before and I had sprinkled on some Sevin and it seemed to work, but I try to avoid it since it can be harmful to the bees. This hasn’t attacked all the plants, but about 50% so far. Your help will be appreciated.
