It looks like an infection from overwatering!

Peppers are very susceptible to bacterial infections from saturated soils. They are very well adapted to heat so maintaining proper watering will be important.

Make sure that the soil has a chance to dry out, very thoroughly, down to about 3 or 4 inches between waterings. If it is not completely dry down to that depth, then hold off on water. Also, if it is set to rain in your area, I wouldn't water.

Treatment isn't practical while the plants are growing. It will need to be done between seasons. Fungicides in combination with solarizing soil will take care of the issue. Prevention will be your best line of defense.
