Peony rose shrubs

Have 3 well established (approx 10 yrs) beautiful peonies. Usually produce endless flowers through summer.
However, there is not one single bud on any of the 3 plants.
Am I too early or do I have a problem

I’m not totally familiar with how the climate works in your country, as we are based in the US, so I couldn’t say whether it was too early or not but my best guess will be the lack of fertilization.

If it flowered reliably before, and is in decline, then this will be a good guess that it needs feeding.
