peonies bud but don’t blossom

We have some peony bushes that have huge buds and look healthy, but the buds never opened into full blossom. What are reasons for this? They are placed in gardens that get at least 6 hrs. of sunshine when the sun is out. Could it be soil or wet conditions that retard the opening of the buds, as it has been a wet summer here?
