Last fall I made sure the peonies were not too deep and I fertilized the soil this spring. Once again, I have lush green leaves but no buds. Please help!

You are in Zone 9b, so your plant should be getting plenty of sun. Perhaps it didn't get cold enough in your area over the winter. Peonies do best in zones 3 to 8.
