peach tree seedling top leave turning yellow and falling off

We got two peach tree seedlings about two months ago. one is doing great. the other one is having an issue. the seedling is about two feet tall. the leaves at the top of the seedling keep turning yellow and falling off. my husband cut about three inches off the top of the seedling the first time it happen but it didn’t stop it. the leaves near the base of the seedling are green and look okay. but it is definitely behind the other tree in growth. do you know what could be causing this to happen? and what we need to do?

Make sure the tree is receiving enough water.
