Q.Part of Bush Will Not Grow

A section of the bush will not grow leaves or flowers. The stem and branches are nice and green and alive. It grows little buds in the spring and that’s it. Also, on that part of the plant, the leaves just curl up, turn kind of white color and then brown before falling off.

What kind of bush is it? If we had more information, we could be of better help in diagnosing and treating the problem.
