papery covered bulbs and how to plant them

I was given some bulbs in a clay pot with soil on them and I want to replant them. I don’t know how deep to plant them or what they are. They didn’t even know there were plants in the soil of the pot at first. When I ran my finger over the soil I felt the dry tops of the two bulbs. I wondered if I should replant them in new soil so the tops don’t show like I found them. Was that just a side effect of being dormant?

This article may help you identify your bulbs. It sounds like you may have a tunicate bulb.
