Yes papaya can grow in a large container. In your plant hardiness Zone 10a they should do well but you will need to protect it from frost as you would with citrus.
The best timing would be to start seeds in mid to late February in a protected location, and plant outside in the pots when all danger of frost is past, should be by mid March.
If you start now, seed germination and growth will be slow and the young plants will need protection from frost through the winter.
