What is causing brown leaves on my palms on 25th floor terrace? Sometimes very windy.

Generally, brown leaves are normal, a sign of old, mature fronds and can be easily snipped off. However, with your windy conditions, you may want to check the soil moisture, as your plant may be experiencing overly dry conditions brought about by the wind. If possible, you may want to move the plant where it is well protected from the wind.
