My palm tree trunk is very thin at the bottom compared to the top and every year it goes thinner as the tree grows is this normal?

No. This is likely a fungal/bacterial infection. You can try applying dolomitic lime and wettable sulfur you may be able to correct this problem. Unfortunately, this tree may not survive, but it would be worth trying to save it.

I could also recommend adding potassium silicate to help strengthen the trunk, Just keep in mind that this effects the update of potassium. But if you aren’t looking for it to flower then this should be no problem.
