Unfortunately many of the rose seeds you can buy on-line are a scam. They are typically not seeds at all but rather tiny clumps of organic materials, or they are weed or other plant seeds. When I see the name blue rainbow or rainbow rose seeds, that is a big clue that they are likely the scam seeds. Take a cup of water and dump all the seeds in it, stir them into the water. If the water turns muddy looking after a day or so and some or all of the "seeds" seem to have disappeared, then the scam question has been well answered.
If they are seeds, we still do not know if they are truly rose seeds, check out this article link to get the seeds started off right: https://www.gardeningknowhow.com/ornamental/flowers/roses/growing-roses-from-seed.htm

There are many scams out there having to do with rose seeds. So I hope yours are the real deal. Please check out my article at this link for help with starting rose seeds: https://www.gardeningknowhow.com/ornamental/flowers/roses/growing-roses-from-seed.htm

First I must tell you that there are many scams out there offering special rose seeds for sale. The roses they picture or state actually do not exist but rather are photoshop altered pictures. What you get are usually either some other type of seed or little clumps of organic matter made to appear as seeds. If you soak them overnight in water, the organic clumps will go away and make the water dirty. It is a long running nasty scam. However, if your rose seeds are legitimate, check out my article on rose seeds here: https://www.gardeningknowhow.com/ornamental/flowers/roses/growing-roses-from-seed.htm
