Overgrown reed/weed

I have bought a house which has not been lived in for approx 7 years and the rear garden is overgrown with a type of reed/weed that I can’t identify. It’s about 3 feet tall at the moment and I am struggling to even cut it down. (please see pic attached) I am desperate to get rid of this and would appreciate any help.
