Our Tree Seems To Be Dying?

We had our tree planted around 6 months ago. At the time It was planted it was healthy and flowering. We have been in winter with a lot of rain but there is barely any leaves or flowers now mid spring. How do we bring it back?

Wet soils can promote diseases in the soil, unfortunately. I would recommend using a fungicide:
