Our fig bushes die back every winter. They start fresh from the ground every spring. Is this normal?

That is normal for an unprotected fig tree in colder climates in the winter time. However, it is not ideal if you are looking to actually reap a fig harvest. There are things you can try to get your fig tree to successfully overwinter, which are discussed in the following article:
