We bought this about a year ago and it has shown no signs of change in the entire time. We had it in a clay pot and just moved it to a plastic pot because it didn’t seem to dry out much in the clay. Now the stalks have black spots in the tips. What does that mean?

I assume you are saying you have not had any flowers form on your Euphorbia.
Though the stems look green and viable, I believe your issues are growing environment.

The Black Spots are most likely a fungus and would need treatment, Neem Oil would be a good choice.
