Is it a black substance that can be wiped off or simply a black coloration? If it’s black and soot-like, it would be sooty mold, which is a fungus brought about by insect pests. Treating the plant with Neem oil will help with both the fungus and what ever pest is causing it. If it’s just a black discoloration, this is normal for some kinds of peppers. Nothing to worry about unless you see cankers on the stems.
