Is this plant a perennial? Can this plant survive in the Chicago, Illinois area? Do you need to cut down this plant in the fall?

Purple Majesty is sold and grown as an Annual, though it is sometimes listed as a tender perennial,
You can leave the plants for winter interest and the birds will feed on the seeds.

It will not regrow in your zone.
