olympus lemon tree buds but gets no bigger

I have an olympus lemon tree that has been producing well for the past several years. this year, however, we have experienced two cycles where the tree flowers and buds start but they do not grow any larger than the end of pencil eraser.

any suggestions for encouraging the buds to grow normally?
