My oleander looks great and is growing, but has not blossemed since we had a heavy freeze last winter. We cut dead branches in the Spring. What is the problem?

Yes, these plants don't seem to tolerate freezes at all. Your best move now, would be to propagate some of this in container and bring it in when freezes are expected.
