Oleander

Two years ago we planted oleanders that were about 2 feet tall max. Every fall my husband has cut them back as recommended but now they are extremely tall and the foliage is only on the upper half of the plant. We’d like the foliage to start closer to the ground as they were when we first put them in. Should we cut them back further – like almost to ground level?
