non blooming peonies

I have 2 large peonies planted next to each other. Both bloomed for years, one pink and one white. The last couple of years the pink one quit having any blooms and the white one keeps on having flowers. They both get the same sun, water everything. What could be causing that?

Though there can be a few reasons for lack of flowers on Peonies, I would look to lack of chill period and fertilizer.
