no blooms for second year

I have 2 plants in front of house. They get morning sun. Until last year they bloomed each year. They are 4 years old. Last year they looked healthy but no blooms. An expert said it was probably the harsh winter and they should be okay this year. However, this year they again have no blooms, although in spring I thought they were growing okay. Plants seems smaller with some leaf free stalks, with rest of plant growing green leaves. Any thoughts or suggestions would be appreciated, I really love these flowers.

I just need a little more information – what plant is this? Other than the plants seeming smaller with some leafless stalks is there any evidence of pests or disease – anything unusual?
