Never Pruned My Cherry Tree

Question

I have never pruned my cherry tree and I think it is not looking good it has a vertical branch that has grown very high and has no branches in the middle just on top I am not sure when the best time to cut it, where and how (or if at all) I live in Pittsburgh my tree already has flowers on it Usually last frost here is end of April.
