High winds broke off my clematis after it attached to its trellis, it has been a month and it has not tried to climb. It appears to be healthy but it hasn’t developed any runners. Also should one pinch of dead flowers?

Grow in fertile, well-drained, soil with abundant organic matter. Thrives in a sunny spot but will still bear colorful flowers and keep their delicate color longer in the shade.
Prune only if needed, as it blooms on the previous year's canes. Plant with the top of the root ball 3 to 5 inches below the surface and provide strong support.
With plant stress of the storm damage, you vine will grow again in time.
Treat it as a new planting.
