Need Help in Identifying What Has Infected My Holly Bushes

The leaves are totally covered by a black substance, thought it might be tar spot but it completely covers the leaves, not spots. It’s on leaves on bushes in both the front and back of house but doesn’t appear on any of our other shrubs at this time. Trying to first identify this and then determine if it’s treatable or not. Any input will be appreciated. Thanks.

It sounds like sooty mold. This fungus is attracted to the honeydew from several different pests, so it is likely you have pests too. This article will help:
