Need answers for dwarf weeping pussy willow

Should this dwarf weeping pussy willow have leaves. It’s mid-May,. I’m in zone 6! It does have catkins! If it should have leaves now, so what could be the problem?

Yes, it should have leaves by now, but the winter was severe and affected many plants in unusual ways. Be patient, it will take its own time to do what it needs to do.
