Mystery plant?

I’ve had a spindly struggling plant for decades now. And have no idea what it is. It has weak stems so it stays on the surface of the soil in it’s pot. It’s leaves vary in size from little more than a grain of rice to that of a quarter. The bigger ones grow when it seems to be thriving. And they are a little scalloped. I believe it qualifies as a succulent. Once, in a hanging basket in a southwest window, it bloomed tiny blood red-orange flowers. And I believe it may be a native of the Middle East. Do you know the name of this plant?
