meyer lemon tree growth

My Meyer was a 15 gallon tree at Green Tree Nursery four years ago. It has been removed from the container and in the ground about one year. It gets morning sun and afternoon shade, water when its leaves look dry and Organic fertilizer about every five weeks. It has over twenty lemons in clusters but the tree has gained virtually no height. I am a farm raised but with zero citrus experience. What is your advice, if any?

Your tree may be lacking water and fertilizer.
It can use as much as 40 inches of water a year. Make sure the soil is well draining though so the soil does not remain soggy.
It should grow a few feet each year.
