My zz plant is s not growing leaves on the stalks

Looks healthy but not growing leaves. Planted from a short stalk about a year ago an stalk is growing but still has only the two leaves at the top.

It is very important the plant be in fast draining soil which is sandy. Cactus soil is a good choice. They don't like wet roots.
