The plants are under a 100-year-old oak, which I rake all the winter leaves away from the Yuccas in spring. The plants have sufficient drainage and are in full sun all season.

Try giving them some phosphorus. This helps encourage blooming and is a common reason for plants that do not bloom when they should.
