Q.My Youngish Pear Tree Has A New Growth Extending From The Base. Should I Keep It Or Cut It Off?

Although it seems to have grown from the tree it concerned me since I was told to remove any new growths from my satsuma trunk.

Yes, remove it. It is grafted, and the tree below that line is not the same as your top, though it is a close relative. Leaving it will risk harming the top graft.
