My Wisteria Has Cream to Brown Patches All Over

My wisteria has cream to brown patches all over it, and has started to die off. There aren’t many blossoms. HELP!

It sounds like it has a fungus. I would treat the plant with a fungicide, like neem oil or copper sulfate.
