euonymous caterpillars

My variegated euonymous has died back and noticed what looks like lots of small black caterpillars on under leaf of what remains of my once beautiful shrub. What is it? What are they and can I stop it?

no think its scale but what ever it is the big ones that appear black with little hairs are sucking the sap outta the leaves any help please?
