It seems to be a fungus problem. Use wettable sulfur, neem oil, garlic oil, lavender oil, to control the fungus. It is safe to remove infected growth, and will grow back. It is recommended to treat the area before consuming. This article will help: https://www.gardeningknowhow.com/edible/vegetables/cabbage/cruciferous-leaf-spot.htm [1]
