Q.tomato flowers but no fruit

My tomato plant has flowers and buds on it but no fruit. Does that mean it went to seed?

They will not produce when the ambient temp. is too hot (can't remember the magic number. Although my tomatoes have been setting fruit in 100 degree + temps, but I used a heavy(hay) mulch and soak the plants every 3 days or so. Watering that often since they are in containers. Suggest mulching around base. Good luck
