I live in South Central, PA and some of my neighbors are getting lots of ripe tomatoes. I have lots of green ones, but not ripening.

Many things can influence this. Differences in time of planting, variety, amount of sunlight, amount of water and even microclimates can all influence when and how quickly tomatoes ripen. You will just have to wait for yours to ripen. This year, your neighbor was lucky in the tomato ripening but next year, you may win it. :)
