small indoor Orchid looks strange and won’t bloom

My small indoor Orchid has several new shoots on it that don’t open up. What causes this and what can I do about it? It looks strange and won’t bloom.

I would recommend increasing humidity around the plant. Placing it on a pebble tray filled with water will help to increase humidity.
