My Rangoon creeper was doing really well, but growth has stopped

Hi. I got my dad a Rangoon creeper. I put it in an area that gets a lot of full sun near a ladder and it took off. It didnt flower, though. I then replanted it in a bigger pot since it was growing so fast. Growth has stopped and the plant looks limp. I am a novice with plants and would appreciate any tips to coax it back into growing and hopefully flowering.
