Q.My Plumeria Plant Is Sick And I Need Medical Advice For It

The leaves are covered with white spots. The plant is about 12 inches tall and is in its first potting. I brought the cutting from Hawaii. It was dry and looked old but it came to life beautifully.
I have attached a photo of the leaves. I am concerned that the plant will die.

It is a little difficult to see from the photo, but it either appears as speckling from spider mite damage, or the early starts of powdery mildew.

Neem oil can help take care of either ailment, but there are other things that you can do for each, as well.
