Should I leave them alone or dig them up and throw away?

If yours was the annual plumbago that has clusters of blue flowers on a 2 to 3 foot plant, it will not come back. It reminds me of phlox. It is not hardy in your location. It is also called Cape plumbago or sky flower. (Plumbago auriculata)

There is a perennial groundcover that is plumbago. It is low growing and has small blue flowers. If you have that one, don't pull it up yet. It is slow to return. (Ceratostigma plumbaginoides)
