Q.My Plant Is Slimy At The Base

The new shoots come up and have a slimy brown coating over them. I also have the smaller leaves that are drooping. Is something wrong with my plant?

This does appear to be an infection. Usually, this is caused by soils that remain too moist and don't get a chance to dry out.

I would make sure to let the top 2 inches of soil dry out, very thoroughly, between waterings. You will need to treat with a fungicide, as well.
