My Palm Tree Is Strangling Its Self. Getting More Narrow At The Top And Hard For New Growth To Get Threw. What Can I Do

not sure what type of palm it is but it’s quite short and fat at the base anf getting narrower

Unfortunately, your photos did not come through. I am unable to see the damage. Likely, it is not strangling itself, but is the type palm that you have. It may not like the care that it is receiving.

It could be a bottle palm:
