My outdoor shrimp plant

Question

My shrimp plants have these small off-white things seen only on the stems. They are almost like tiny bee hives with a pin point opening facing you. They clump individually next to each other and approx. 1/16th in size. (Almost like little dome houses for some kind of critter). They come off the stems easily when I run my fingers along the stems and if crushed I might see a red color from the inside. I do not see any kind of movement from bugs or such when I try removing them either. I hope I have described this dilemma of mine enough for you to help me. What is this and how do I get rid of it.
