Gardening Know How Questions & Answers - https://questions.gardeningknowhow.comWe are in Morningside. The plant is many years old. It is near a basil bush and a letsia which I have removed. Is it possibly rot in the roots? Any way of reviving it? If so, what do I do?

Overwatering is usually a quick death of a Rosemary plant.
Since your plant is very old and established, you may want to try a prune and see if the roots can recover.
